Can knowledge graphs be used as a foundation to build artificial intelligence systems?

My project manager would like us to create an artificial intelligence model that will work with our internal chatbot system. However, I am working with data from silos scattered across our remote teams' various locations. I'm attempting to create a single model that can analyze patterns and establish relationships, but I'm not sure whether to use a relation database or Knowledge graphs?
