Can HR use company employee portals to make accessing info easy?

Time is very essential in the corporate world, and we try by all means to avoid wasting resources on redundant tasks. My HR team spends a lot of time answering the same questions and sometimes creating documents that already exist. I need a centralized repository that my HR team and the rest of the employees can use to access information easily and quickly. Does anyone know how I can achieve this?
